List the apps I can see, a page at a time

GET/me/apps

Authenticate with an operator token or an app API key or a signed-in Foliot Console session.

What the caller can see, in app-id order, limit at a time: an operator sees every app, an app key only itself, and a signed-in person the apps of the workspaces they belong to and no others. nextCursor is present only when more remain; pass it back as cursor. An app key’s list is always its one app. (GET /apps is the unpaged list for an operator or an app key.)
